Nicely made whatever it is. We think it is a fill valve. Holes along the knurled ring seem to be for a tool to tighten or hold the ring with with. Has a nice cap that threads. Inside is a push valve type arrangement with seems to adjust against a big spring. Thread is about 1" in diameter. Somewhat heavy too. Sold as-is as-found with no return.
